how should ice hockey shorts fit?

somewhat loose, they will be a tad tighter when you add suspenders.
me I wear 34 jeans but size large breezers (about a 36) .. more comfortable that way.
same fit – but keep in mind I have an older pair of Cooper’s, before these I had medium (32 – 34) and they fit along the waist but didn’t go down low enough to protect the thigh area.
if you play goalie you definately want them to be 1 size too big so you can cover a little more of the net.
That should be fine. 36 waist falls right into the sizing of a large pant (which is usually 34-36 or 36-38, depending on brand).
I wouldn’t worry if it takes some effort to get them off. Hopefully, nobody will be trying to pants you during a game
You can probably also make them tighter, depending on what kind of pant they are. Look for a waistband that you can adjust.
