Why can’t two controllers be used for Tiger Woods 2007 on the Wii?

NB - Both controllers work for all my other games, so the problem isn’t that it needs syncronising. I just can’t find a soloution to the problem anywhere on the net, or even confirmation that only one controller can be used.
